Supplier & Prequalification of Suppliers for Goods/Services 2025

1.    Background

 The Network Against Female Genital Mutilation in Somaliland (NAFIS) is a national network established in 2006 and based in Hargeisa. It is committed to eradicating Violence Against Women and Girls (VAWG) and harmful practices. Through advocacy, capacity building, policy engagement, and support services, NAFIS works to promote gender equality, human rights, and social justice. To support its programs and operations in 2025, NAFIS invites prequalification applications from reliable, qualified, and ethical suppliers to meet its diverse needs.

2.    Purpose of the Prequalification

 The prequalification of suppliers serves as a critical step in maintaining the quality and sustainability of NAFIS Network’s operations. By identifying and partnering with competent suppliers, the organization seeks to:

  • Ensure consistent and timely delivery of goods and services.
  • Promote fair and transparent procurement processes.
  • Minimize risks by partnering with established and reputable vendors.
  • Support local businesses and service providers aligned with NAFIS Network’s ethical and professional standards.

Skills and qualifications

  • Individuals:
    • Education: Must have a relevant academic qualification (degree, diploma, certification) in the area of expertise (e.g., law, policy, M&E, auditing, translation, etc.).
    • Experience: A minimum number of years of experience (e.g., 3-5 years) in the relevant field of consultancy.
    • Specialization: Proven track record in the specific area of service offered, such as policy analysis, curriculum development, legal advisory, M&E, or project management.
  • Firms:
    • Company Profile: Provide a detailed company profile, including organizational structure, team qualifications, and areas of expertise.
    • Experience: Demonstrated experience (e.g., 5+ years) providing similar consultancy services. Evidence of successful completion of projects related to the service required.
    • Key Personnel: The firm must provide CVs of key personnel who will manage or contribute to the project, including their academic qualifications, certifications, and relevant experience.

3. Technical Expertise

  • Individuals:
    • Skills: Proficiency in the specific technical areas relevant to the service (e.g., legal drafting, translation, auditing, M&E frameworks, etc.).
    • Portfolio: Portfolio of previous work, if applicable, demonstrating expertise in the area of consultancy.
  • Firms:
    • Expertise: Firms must demonstrate their technical capacity to handle large or complex projects. This includes specialized skills in managing multiple aspects of consultancy, such as logistics, research, analysis, and reporting.
    • Tools and Methodologies: Firms must specify the tools, technologies, and methodologies used to execute their consultancy work efficiently and effectively.

4. Financial and Administrative Capacity

  • Individuals:
    • Fees and Billing Structure: Clear and transparent pricing, including a breakdown of consultancy fees, expenses, and payment terms.
    • Financial Stability: Demonstrate the ability to handle projects of the specified size, including providing evidence of financial stability.
  • Firms:
    • Financial Standing: Provide evidence of the firm’s financial stability (e.g., audited financial statements, tax clearance certificate).
    • Insurance: Proof of liability and professional indemnity insurance, especially for high-risk projects (e.g., legal services, M&E).
    • Bank Account Details: Submit bank account information for payment processing.

5. Legal and Regulatory Compliance

  • Individuals & Firms:
    • Licenses and Certifications: Provide proof of professional licenses and any other relevant certifications or qualifications for specific services (e.g., certified legal advisor, registered accountant).
    • Tax Compliance: Evidence of tax compliance, including a valid tax clearance certificate.
    • Health and Safety Regulations: Firms providing physical services (e.g., construction, catering) must comply with relevant health and safety regulations, including insurance for workplace accidents.

6. Past Performance and References

  • Individuals:
    • References: Provide at least 2-3 references from previous clients or organizations, detailing successful project work, particularly in the relevant consultancy area.
  • Firms:
    • Client Testimonials: Provide a list of at least 3-5 past clients, along with testimonials or letters of recommendation that attest to the firm’s quality of service, reliability, and expertise.
    • Past Projects: Showcase case studies or examples of completed projects related to the consultancy services being offered, highlighting the impact or results achieved.

7. Availability and Commitment

  • Individuals:
    • Availability: Must be available to start the project within the required timeframe and be committed to completing the work according to the deadlines and quality standards set by NAFIS Network.
  • Firms:
    • Project Management: Demonstrate the firm’s capacity to allocate sufficient personnel, resources, and time to complete the project on schedule.
    • Ongoing Support: Indicate availability for ongoing support or follow-up after project completion, if applicable.

8. Language Proficiency

  • Individuals & Firms:
    • Language Skills: Proficiency in both Somali and English is required for individuals and firms providing services that involve translation, communication, or documentation.
    • Documentation: For document translation services, the individual or firm should submit sample translations demonstrating fluency and accuracy.

9. Contractual Terms

  • Individuals & Firms:
    • Terms of Engagement: Consultants must agree to work under the terms and conditions provided in the contract, including confidentiality, intellectual property rights, and non-disclosure agreements.
    • Payment Terms: Payment schedules, milestones, and invoicing procedures must be clearly outlined, and consultants should adhere to NAFIS Network's financial management policies.
    • Performance Evaluation: Both individuals and firms should be open to performance evaluations throughout the project, with adjustments made as needed.

7. Evaluation and Notification

All submissions will undergo a thorough evaluation process based on the eligibility criteria and relevance to NAFIS Network's needs. Only pre-qualified suppliers will be notified and added to the supplier database for 2025.

NAFIS Network reserves the right to reject any application without assigning reasons. Prequalification does not guarantee the award of contracts.
